Up to $10,000 toward a FORTIFIED roof, and the rules that decide who gets it
Strengthen Mississippi Homes is run by the Mississippi Insurance Department and pays up to $10,000 toward an IBHS FORTIFIED Roof. It is real money with specific conditions, and one of those conditions disqualifies more applicants than all the others combined.
What FORTIFIED actually is
A construction standard from the Insurance Institute for Business and Home Safety, developed from forensic work on why some roofs survive hurricanes and others do not. The roof-level designation turns on three things: a sealed roof deck, with every seam between decking sheets sealed before underlayment so the deck itself sheds water if the covering leaves; ring-shank nails at a defined pattern to hold the decking against uplift; and edge detail — drip edge and starter specified and fastened properly, because uplift begins at the perimeter.
It is verified, not claimed. An independent Certified FORTIFIED Evaluator inspects at defined points, critically while the deck is open, and submits documentation to IBHS, which issues the designation. It lasts five years.
Who qualifies
| Requirement | Detail |
|---|---|
| Property type | Owner-occupied single-family primary residence |
| Not eligible | Rentals, condominiums, townhomes, mobile homes |
| Insurance | Homeowners cover with wind coverage |
| Flood zone | Flood insurance required if you are in one |
| Jurisdiction | In the six coastal counties, must enforce a code meeting FORTIFIED |
| Contractor | Programme-authorised, IBHS-certified, MS home building licence |
| Timing | Work started before the award is not covered |
| Selection | By lottery |
The six counties with the jurisdiction condition are Hancock, Harrison, Jackson, Pearl River, Stone and George. Gulfport enforces a qualifying code.
The mistake that disqualifies people
Starting work before the award. It is the single most common way applicants lose the grant, and it is unrecoverable — there is no retrospective approval. If a storm has damaged your roof and you are considering applying, that creates a genuine tension between tarping and waiting, and the answer is that tarping is emergency mitigation rather than the work. Do not let anyone tear off until the award is in hand.
The second most common is booking the evaluator too late. The evaluator has to see the deck while it is open. Once underlayment is down, a sealed deck cannot be verified and the designation cannot be issued. Book them before the tear-off is scheduled.
What the money does and does not do
The grant goes to the contractor after IBHS issues the certificate, so it reduces your bill rather than arriving as a cheque. It does not cover the evaluator's fee, which you pay directly and which runs $600 to $1,200. It does not cover decking replacement beyond what the standard requires, upgrades you choose for other reasons, or anything outside the roof.
Worth knowing about the odds
Roughly 1,500 Mississippi homes carry the FORTIFIED designation, against around 50,000 in Alabama. The programme is not as oversubscribed as the headline figure suggests, which is worth factoring into whether an application is worth your time. Contact is smh@mid.ms.gov.
If you miss out
The upgrade itself is still worth considering without the grant. On a reroof you are already paying for, the FORTIFIED elements add $1,200 to $3,400 — and most carriers writing wind cover here discount for the designation, which compounds annually. Run the discount figure past your carrier before deciding.
Common questions
Is this grant genuinely real?
Yes. It is administered by the Mississippi Insurance Department, pays up to $10,000, and the money is released to the contractor once IBHS certifies the roof. The conditions are equally real — owner-occupied primary residence, insurance in place, lottery selection, and no work started before the award.
Can I apply after my roof is already damaged?
Yes, but do not start work. Emergency tarping to prevent further damage is mitigation and is fine. A tear-off before the award is made disqualifies the job entirely, with no retrospective approval available. That tension is real after a storm and the answer is always to wait for the award before the real work begins.
Who pays the evaluator?
You do, directly — $600 to $1,200, outside the grant. The independence is deliberate: an evaluator paid by the roofer would not mean much. Book them before the tear-off is scheduled, because a deck that has been covered cannot be verified afterwards.
Does my insurance have to come down?
The discount is not guaranteed by the programme, it is offered by carriers. Most writing wind cover in Mississippi do discount for the designation, and here the wind portion is usually most of the premium, so it can be substantial. Ask your carrier for the specific figure before you commit.
What if I am in a condominium or a rental?
Then you are outside this programme, which covers owner-occupied single-family primary residences only. The FORTIFIED construction standard still applies to your building and is still worth specifying on a reroof — it is the grant you cannot access, not the standard.
